If I create a raw unformatted 2nd partition on a USB drive and then insert it into a 1703 Win10 PC, I get a Format pop-up. If I then use that pop-up dialog to format it, it gets a drive letter. BUT Disk Management Console does not see the 2nd partition as formatted or show it's drive letter.
